A stormwater pollution prevention plan is the written, site specific document a covered construction operator must develop before filing a Notice of Intent and must keep on or near the site. It records the site, the discharges, the controls you will install, who inspects and how often, and what you did when something failed. It is a condition of permit coverage, not paperwork alongside it: an operator with coverage and no plan is out of compliance.

No. EPA's 2022 Construction General Permit governs where a state is not NPDES authorised. Most states run their own programme and issue their own construction general permit, which must be at least as protective but can be stricter, and can set different inspection frequencies, stabilisation deadlines and filing paths. That is why these pages are per state, and why a state permit we have not read renders as not verified rather than borrowing the federal answer.
